The vale rule for checking this needed to be looking
for yml, not yaml. Lowercase yaml is already being
checked by markdownlint, but both lowercase and
uppercase yml were being missed.

we split the Enablement stage into Systems and Data Stores. This commit
changes the Distribution and Geo groups to the Systems stage.

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.

As of GitLab 13.0, we no longer support Redis 3. Redis 4 is the minimum

This changes any mention of gitlab-ce to gitlab-foss, and any mention of
gitlab-ee to just gitlab.

- Make sure we have type defined in the frontmatter
- Add troubleshooting sections where absent
- Meaningful intros where absent

Many code blocks are 4spaced, and they render in GitLab
without coloring as a result, even though they are
fenced with a language label. If in a list, other items
will render as being in a code block too, even if not
meant to. This fixes all these issues for many admin
docs in /high_availability and /auth (part 1)
