We are aware of a number of known failures in these pipelines at the
time of writing. In order to avoid noisy failures, let's only run these
jobs on-demand until such time that the known failures are addressed.

If we run it when needed jobs failed, we can be missing metadata from
those failed jobs.

This fixes https://gitlab.com/gitlab-org/gitlab/-/issues/473407

* Remove unneeded dependencies
* Take artifacts over downloading fresh metadata
* For `retrieve-tests-metadata`, always download fresh metadata

Disable them for now because we have 2k+ jobs in the nightly pipeline
now, which exceeds the limit a pipeline can have.

Disable them so that we can still run the pipeline.

As docs pages get moved around or deleted, docs links that we display in
the product might become outdated without us noticing.
This adds an ESLint rule that ensures `helpPagePath` always points to
files and anchors that still exist.
In future iterations, we should add a similar rule to check usages of
the `HelpPageLink` Vue component, and a Rubocop rule for the backend
`help_page_path` helper.

This should not affect any actual behaviour because it should still read
and write with the described strategy. We just additionally also write
another mapping file for coverage strategy so that we can compare them.

Now that 'audit events' is sentence-cased in the UI, let's make the
docs and other ancillary assets match.

The job genuinely needed more than 15 minutes to do its job,
as it had to clean up more than 20 docs review-apps.

Increasing the timeout will ensure it can do its job properly, even when
a big batch of cleanups come in.
