The new changelog workflow has been rolled out, while we no longer
require changelog entries in 'changelogs/unreleased' we still require
some MRs to provide changelog messages using the new workflow.

This commits restores the mandatory changelog rules.

This updates the changelog documentation to cover the new changelog
workflow, and Danger to check for this new workflow correctly.

Expand changelog for feature flag guide

The line should have been removed in
d5138ada

We don’t control if users enable a feature flag on their instance, so
for maximum visibility/transparency it’s good to have a changelog in
those cases.

  existing feature flag documentation. See

more details. This commit removes the process documentation and
https://gitlab.com/gitlab-com/www-gitlab-com/-/merge_requests/76630
moves it to the handbook.

This would address the use-case where a feature flag is removed with no
changelog, creating potential confusion for users.

Rename product analytics to intelligence docs

Our link checker identified these links as outdated, but provided
new locations for them. This merge request updates their locations.

Rip out more instances of future tense, hooray! Present tense for all!

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.
