The current documentation notes an exception to the "restrict git
protocol" setting for CI / CD jobs, but does not explain that this
includes all uses of the `CI_JOB_TOKEN` . This change updates the
documentation to more carefully explain the implementation of the CI
carve-out on git protocol restrictions.

Redis 6.0 has
reached end-of-life (https://github.com/sidekiq/sidekiq/issues/5594).

The vendored Sidekiq 7 gem has backward compatibility with Redis 6.0 but
we retain 6.2.14 as the RECOMMENDED_REDIS_VERSION.

The member guidelines will be shown on the members page for projects
or groups if the users has one of the following permissions:
- At group level: Manage group members
- At project level: Manage team members
This is helpful if you have some predefined groups that shall be
used instead of managing membership on an individual basis or if
external tooling is used to manage members.

Run `bundle exec rake gitlab:audit_event_types:compile_docs` to fix
`doc/administration/audit_event_types.md`.

This refactors the `SyncAsWorkItem` concern and adds a
`SyncAsWorkItemError` to easily filter epic to work item syncing errors.
In addition, we added a custom logger for errors that could happen when
an epic gets synced as a work item.

The main "Configure Gitaly" page is getting too large.
