This implements a series of improvements deemed necessary over the
implementation of prompt migrations
(https://gitlab.com/gitlab-org/gitlab/-/merge_requests/165884 and
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/167364), in
regards to allowing feature teams to incorporate their own specific
behavior. Concretely, these changes accomplish the following:

- Allow signaling an error when processing the inputs
- Allow an early return when the AI action shouldn't be executed
- Facilitate overriding the response modifier
- Facilitate feature-specific error structures
- Allow post-processing the AIGW response before sending it to the
  modifier
- Notify callers when an unexpected error occurs

commit_change_to_ciconfigfile was implemented with RedisHLL tracking.
This tracking methodology does now allow for namespace tracking on
GitLab.com. Due to the importance of the event it is migrated to
Internal Events which allows tracking across namespaces on a by-event
basis.

We have introduced a new feature flag to rollout the sticky data
consistency for PostReceive worker.

This worker handles a lot of traffic as it is triggered after each push
to GitLab.

For safety we are enabling stick consistency behind a feature flag named
load_balanacing_for_sticky_post_receive_worker. This is described in
