GitlabSubscription before_update callback `reset_seat_statistics` needs
to handle ultimate-trial-paid-customer plan differently. During the
ultimate-trial-paid-customer period, we want to continue the premium
plan's seat statistics and QSR, as if the namespace is still under the
premium plan. Thus we should not reset_seat_statistics when starts(and
expires) ultimate-trial-paid-customer plan. There are several scenarios:
- premium=>ultimate-trial-paid-customer, do not reset_seat_statistics
- ultimate-trial-paid-customer=>premium(not renewed), do not
  reset_seat_statistics,
- ultimate-trial-paid-customer=>premium(renewed), reset_seat_statistics
- ultimate-trial-paid-customer=>ultimate, reset_seat_statistics

Exclude 8-digit numbers from the location fingerprint when performing
vulnerability deduplication. This means that when two different images
are tagged with short hashes such as my-image:62011677 and
my-image:e2e32c98, these will be grouped in the vulnerability report
instead of being displayed as separate line items. It's still ambiguous
as to whether 62011677 is a hash or a number, but since version numbers
rarely become that large this is the quickest way to fix the case where
we have a short-ref tagging scheme.

Adds catalog_resource_sync_events table and model
to serve as a queue of catalog resources that need to be synchronized
with data changes to their associated `projects` records. PG triggers
add SyncEvent records when a catalog resource is created or
when a relevant column in an associated project is updated.
A worker processes the sync events.
