JH mirror package metadata

What does this MR do and why?

enable JH Gitlab Rails read package metadata from mirror source in China instead of GCP.

1. add aliyun gem into jh gemfile
2. override sync service and sync configurator for JH sync, if gitlab try to use GCP, then JH will change it to use AliYun
3. add aliyun connector for JH sync package metadata
4. skip upstream test due to GCP service
