modify PackageMetadata::SyncService to enable reading metadata from aliyun storage

currently PackageMetadata::SyncService support read data from google storage, we need enable reading data from aliyun storage

1. patch PackageMetadata::SyncConfiguration::Location, add aliyun cloud location
2. patch PackageMetadata::SyncService, return tencent connector in #connector method
3. implement aliyun connector, implement AliyunFileWrapper
4. add jihu gitlab doc to show how to sync data offline from aliyun storage
