Start somewhere in the list. Begin fixing links that are broken
or that redirect.

Restructures the content in the Configure GitLab Dedicated page as two separate topics.

Scoping down to a subdirectory should help us move these through
more quickly. Or, at least, do more sensible levels of search-and-
replace.

Drop the scope of this merge request to be nothing but changing
the URLs in the metadata to be correct, and then fixing any trailing
space problems so lefthook will pass.

That makes this first MR easier to review, and the remaining hits
are ones that we ACTUALLY need to review by hand.

Because for now, we're changing the format.
