We are in the process of building mutations to update and delete branch
rules. Currently there's no way to access the branch rule IDs.

This change exposes a global ID in the branch rule type.

This change enables the "Lock memberships to SAML Group Links
synchronization" setting on self-managed instances where one or more
SAML providers are configured for group SAML sync, even if there is no
single provider named `group_saml` as expected for an instance-wide
setting.
