Update storybook dev environment. Also pin chokidar to a newer version.

This also adds syntax highlighting support to storybook. We just use
the default theme.

Luckily tar is just a development dependency for us, so we can simply
update it without following the "normal" security process.

Allow using MirajeJS to mock API requests
in Storybook. Improves the yarn storybook:start
command to prompt the user about generating
the fixtures needed by MirajeJS.
