This reverts merge request !96011

Update storybook dev environment. Also pin chokidar to a newer version.

This also adds syntax highlighting support to storybook. We just use
the default theme.

Luckily tar is just a development dependency for us, so we can simply
update it without following the "normal" security process.

Allow using MirajeJS to mock API requests
in Storybook. Improves the yarn storybook:start
command to prompt the user about generating
the fixtures needed by MirajeJS.

- Add .storybook-yarn-cache alias
- Push to storybook node modules cache in ci
- Use frontend rules for storybook job

Don't check for ee/ stories in FOSS

- add basic doc
- include ee/
- add storybook:start and storybook:install yarn scripts

- upgrade storybook packages
- add comments to webpack config

And fix eslint errors.

Adds Storybook dependencies, config,
and a story for todo_button.vue.

Deploys to GitLab pages.
