Calling `IO::Buffer.new` produces this warning. It looks like the async
gem calls `IO::Buffer.new` on `require`.

So we silence warnings while requiring the async gem. In Ruby 3.3, the
gem no longer calls `IO::Buffer.new` so we can skip silencing.

This commit updates a number of gems:

- gitlab-fog-azure-rm: This gem vendored a number of deprecated
Microsoft Azure client libraries and was the main blocker
to updating to Faraday 2.

- Elasticsearch-related gems: These were pinned to 7.x presumably

faraday_middleware is no longer needed supported for Faraday 2.
The JSON middleware is already bundled with Faraday 2.

This change installs a new gem called `async` to utilize fibers and
non-blocking IO features of Ruby 3.

We will use the `Async` DSL to utilize fibers to concurrently read
intermediary vulnerability export files while producing the final
report.

Running `rake gitlab:tokens:edit` will provide an interface
to extend/remove tokens.

This adds support for OAuth devie authorization grant
using the `doorkeeper_device_authorization_grant` gem.

This fixes build errors with ICU 75.1, which now requires C++17 to
work. ArchLinux ships with ICU 75.1 now, and Homebrew will shortly
(https://github.com/Homebrew/homebrew-core/pull/169239).

premailer-rails has multiple strategies of loading CSS. We configured
it to consume it from the asset pipeline, which is correct for
production. But during development with `vite` the CSS gets served
directly from vite over the network. So we enable the network lookup
strategy in dev mode.
