This is initial bare bones for the merge request dashboard Vue app.

Both environment and release filters require the user to be on a project
or group page for the endpoints to exist. We add configuration to filter
out release and environment filters on the user's issuable dashboard
pages without hindering search in groups, projects, and issue boards.

We have migrated all `select2` usages to newer alternatives. We are thus
ready to uninstall the dependency and all related code.

This migrates the remaining project combo selects to the
`NewResourceDropdown` component. The affected selectors are located in:
* the instance-level MRs dashboard.
* the group-level MRs list.
* the instance-level milestones dashboard.

This filter does not work on the dashboard because
we it is not scoped to a project or group so we dont
have access to all the target branches.

Add option parameter to use default state, so
usages of the filtered_search_manager can specify
whether to use the default state, or not.

This created issues around the application where
state='opened' had an unintentional effect and
would cause inconsistencies between what was being
