The first of two merge requests to update the Create docset with
the new instructions for accessing the Admin Area.

Update the word admin to administrator and
similar, as needed.

Let's start by assuming everything is available in **(FREE)**.
This may not be the case, but the PMs can edit this information in
the MR. But first, they need a MR.

Continuing to clean up the Create docset for tone and phrasing.

The previous URL had two drawbacks:

1. It didn't match what the title was about (`Assignments to DevOps
   Stages and Groups`, and the anchor was `#designated-technical-writers`).
2. It didn't account for the other sections, like development and API
   guidelines.

Make sure change codeblock fence languages from js
to javascript, sh to shell, md to markdown

Without proper spacing, codeblocks will not color
correctly, so this aligns all codeblocks with the
list items they are nested beneath

The URLs needs hyphens now, so did a find and
replace to add them.

This changes any mention of gitlab-ce to gitlab-foss, and any mention of
