Fix Gemfile.next.checksum

Method we used changed, so now build our own image
tag and use the gem's `gen_url` method.

This replaces the JSONWebToken class, which
moved into the new library.

We are starting to extract code from gitlab-rails
and CustomersDot to move into a new library owned
by our team.
