- Copy the contents and requirements of lib/gitlab/http.rb into
the new gitlab-http gem.
- While lib/gitlab/http.rb is using Gitlab::HTTP, the gitlab-http gem

When a file is not found in the backend, we're going to use the
workhorse send_dependency logic to:
* pull the file from the remote url.
* upload the file to the Maven package registry.
* return the file to the client.

All of this done in parallel within the web request.

To achieve this, the send_dependency workhorse logic has been updated so
that we can:
* override the method used for the upload request.
* override the upload url used.
* set headers for the upload request.

For backup purposes, we support overriding the default database configuration
by setting GITLAB_BACKUP_* environment variables. The actual backup was
