## Description

This PR introduces `polars`-style lazy support and closes #1217. 

Current packages managed with `dependencies.py`:
- `numpy`
- `pandas`
- `polars`
- `torch`

Ideally, we could also add other third-party libraries and heavy-weight
standard
libraries to the dependencies module.
