When upgrading to Gradle 6.6.1 there were some changes to the Gradle Wrapper which were not included as part of the commit.
These changes are automatically generated when running the `./gradlew wrapper` command.

This also adds the gradle wrapper scripts and properties file to the rat ignores so that future updates to the wrapper script can be more easily incorporated.

Example:
```sh
$ cd sdks/python
$ ... # use python tools
$ ../../gradlew lint
```

Also reduces verbosity of wrapper script.

Add gradle generated files to .gitignore
