What does this PR do?

  • Add 2 examples in offline install script.
  • Add @24sama to OWNERS

Why we need this PR?

This script support to download not only kubernetes binaries but also other dependency binaries at present. The -v flag may make users confused，so i remove the flag and add some examples as a guide.
