Install ks-core with helm chart

1. Moved CRDs install step from common to ks-core helm chart.
2. Moved data initial step 'ProvisionerCapability' after ks-core install.
3. Added a new setting type: NodePort for console.
4. upgrade or install ks-core component with helm chart
