refact: Refact global navs for 3.0

What type of PR is this? /kind feature

What this PR does / why we need it: Refact global navs.

1. Rename clusters module to console, which will charge the whole platform pages. And clusters module will only contains pages for cluster management.
2. Extract a access module, which contains pages for access control(account, roles, workspaces).
3. Extract a settings module for platform settings.
