Add 4 node pools ( three of them are similar to the global configuration on GCP, the other one is dedicated for gitlab runner)

gitlab_webservice_pool （ similar to GCP)
gitlab_sidekiq_pool （ similar to GCP)
gitlab_supporting_pool （ similar to GCP)
gitlab_runner_pool （ new on tencent cloud)

Add a SG to be attached on all TKE worker nodes.
