Resolve "Process the timezone of project"

1. Configure the timezone to "+08:00" at the project level.
2. Update SendTestMessageToSlack
3. Update RemindCapacityPlanningInSlack
4. Update JihuMilestoneHelper

After that we need to ensure that only methods with the timezone, like: Time.zone.parse, Time.zone.now, Time.zone.today...
