- Based on `vscode_extension_marketplace_settings` feature flag.
- Add extension_marketplace_generator to Web IDE settings that
  optionally reads from application settings or returns the
  current Open VSX default.
- Updates marketplace_home_url to be based on the value from
  this setting.
