Move "Testcases" features to premium license

What does this MR do and why?

1. Adjust the code format of the features file (IMPORTANT!)

2. Move Test Cases to Premium version.

Test Cases is a function of GitLab, which is only available in the Ultimate version now.

This time, its permission control is adjusted so that both the Premium and Ultimate versions can use it.
