Fix: real name system user login issue on terms page

Changes

• Do not verify phone number when a non-logged-in user ACCEPT TERMS or DECLINE terms.
• Do not verify SMS code on TERMS INDEX Page if the Feature Flag real_name_system if not enabled.

Deployment Configuration

None

The test cases of this issue are going to added in issue #578 (closed) since this is a hotfix.
