Disable feature "troubleshoot_job" via policy

What does this MR do and why?

Issue: #4423 (comment 5189697)

Upstream 最近又改动了 AI 按钮这里的代码（Upstream!162489 ），把 Feature name 改掉了。所以还需要再做适配。

当前 MR 不再通过限制 Features 代码的方式关停功能，而是通过更新 Policy。
