Resolve "Bring JH CI changes under `jh/`"

Resolving part of #44 (closed), namely the one for .gitlab/ci/rails.gitlab-ci.yml

The other one, .gitlab/ci/rules.gitlab-ci.yml, would be resolved by https://gitlab.com/gitlab-org/gitlab/-/merge_requests/62311
