Add support to disable usage statistics in jh

What does this MR do and why?

related to issue https://jihulab.com/gitlab-cn/gitlab/-/issues/3236

1. Add feature flag jh_usage_statistics, default enabled
2. When FF jh_usage_statistics is disabled，disable Service Ping and Version check feature
