Skip oatuh github test

What does this MR do and why?

cause we run oauth github test on ci, it always show this error A sign-in attempt requires further verification because we did not recognize your device. To complete the sign in, enter the verification code on the unrecognized device. we can't input a random verification code for the test, so we skip this test, and only test run in locally when we release.
