1 prepare the tencent sms key and run with env TC_ID=xxx TC_KEY=xxx bundle exec rails s
2 http://localhost:3000/admin/application_settings/reporting#js-spam-settings config recaptcha keys
3 http://localhost:3000/admin/application_settings/general config Terms of Service and Privacy Policy
