Also skip specs with scoped id

For this specific spec: ee/spec/features/billings/billing_plans_spec.rb[1:1:2:4:1]

The example.location is ee/spec/features/billings/billing_plans_spec.rb:54 therefore using the scoped id will not be able to skip this spec.

To overcome this, we additionally check against the scoped id so this spec can be properly skipped.
