更改 JH QA spec_helper.rb 以支持 “更改 root 账户语言功能”

当前 spec_helper.rb 整个配置是在 ENV["QA_JH_ENV"] 判断下面，导致没有配置这个环境变量的情况下就不能使用 RSpec.configure 的功能。
这里将 ENV["QA_JH_ENV"] 的判断明细到具体逻辑中，而不是最顶层。
