Setup code owners for files or directories in JH Gitlab repo

Gitlab has code owners feature, which define who owns specific files or directories in a repository. We want to setup code owners in JH Gitlab repo, it will be helpful in:

• clear responsibilities for the whole repo
• easy to select reviewer for specific MR

In this repo(https://gitlab.com/gitlab-org/gitlab-roulette, we don't have access) it generate a json file https://gitlab-org.gitlab.io/gitlab-roulette/roulette.json with team members info, then bot will select which members should display in the note.

AS we start to develop our reviewer roulette here gitlab-cn/quality/triage-ops#9 (closed), we plan to finish roulette first. I will continue to check code owners in 15.1.

As we are moving forward with the Roulette solution in triage before, so this issue is delay. I have asked global team questions here https://gitlab.com/gitlab-jh/gitlab-jh-enablement/-/issues/163#note_988235355, as there is only one codeowner file support now, so we can't add a jh/CODEOWNERS file directly, maybe we can add JH sections to main CODEOWNERS file, need to check with global first. @qianzhangxa

Global confirmed our solution here https://gitlab.com/gitlab-jh/gitlab-jh-enablement/-/issues/213, we can contribute to the CODEOWNERS file and insert JH sections. This issue is done, we will create new issues to track the MR that we change CODEOWNERS file in Upstream.
