Add a project template of Tencent Serverless framework

Problem to solve

Since the capability of Jihu‘s integration with local Serverless provider is a demanding requirement, users want to have a very intuitive instruction to get-started. Tencent Serverless is the leading serverless provider in China, and we plan to promote the integration between Jihu and Tencent Serverlss in the upcomming tech event.

Proposal

We will add a proejct template of Tencent Serverless, similar to the one of AWS Lambda.

Follow the guide and contribute the Tencent Serverless Demo project as a new project template.
