This is the initial commit of a commit-series for implementing the
find and replace functionality to our markdown editors. This commit
registers the shortcuts behind a feature flag, and displays a simple
input on the top-right of the editor whenever CMD+F is pressed on a
focused markdown editor.

introduced a bytes per second timing calculation for the indexer
that relied on `Time.current`. However, on some hosts `Time.current`
may only have second precision, which leads to a division by 0 error.
Fix this by using `Process.clock_gettime(Process::CLOCK_MONOTONIC)`
to get a more accurate timestamp.

The `` Search::Zoekt::SearchableRepository#update_zoekt_index! makes updates available when called with force: true ``
test matches one of the following conditions:
1. has either ~"flakiness::1" or ~"flakiness::2" label set, which means the number of reported failures
is at or above 95 percentile, indicating unusually high failure count.

2. has ~"severity::1" label set, which means the number of reported failures

responsible group know about the flakiness so that they can take action:

- accept the merge request and schedule the associated issue to improve the test
- close the merge request in favor of another merge request to delete the test
