Previously group-level protected branches would override the force push
settings from project-level protected branches. This behaviour was
incorrect, the intention behind the group-level protected branches
feature is to reduce the repitition during configuration of projects,
shared abilities are automatically added to all projects.

This change updates the documentation to reflect this change.

Add functionality to insert new lists between existing lists on a
non-Epic board.

Put milestone numbers in these old images, so we can determine
which ones are in most need of replacement.

This MR introduces an application setting (disabled by default) which
controls the ability to perform user contribution mapping to users with
administrative privileges on the instance.
