Move and merge the two documents about NFS into a new location

Add documentation on how to enable `btree_gist`, required from 13.1 and
onwards

Alert boxes should have a newline after the
initial alert text itself. Find and replace
to fix these.

Find and replace all note alert boxes and fix
the colon usage.

Split Redis docs on: standalone, external, replication_and_failover

Fixes links to renamed sections.

Links to issues need to be update to use a hyphen,
this MR changes issue links in dirs not covered
in other MRs.

All references to HA need to be removed from our docs.

Per discussion at the GitLab executive level, remove discussions of
high availability.

- `availability/index.md` to `reference_architectures/index.md`
- `high_availability/index.md` to `reference_architectures/index.md`
- `scaling/index.md` to `reference_architectures/index.md`

Also fixes links to renamed sections and other minor improvements.

Some organizations prefer to have all Gitlab related data private
but it is currently possible for non-authenticated users to access
certain pages e.g /public and /explore

This change makes it possible to restrict access by
checking if `public` is included in the restricted visibility
level setting.

* require authentication for /explore, /help, and /public for non-authenticated users.
* remove the Explore link from the sign in page.
* redirect an unauthenticated user attempting to access /help to https://docs.gitlab.com/.
