Convert to tribute since atjs is no longer maintained and

Convert to tribute so we can remove the unmaintained

This removes the prepend-top-default CSS
class and replaces it for the gl-mt-3
utility class from GitLab-UI

As part of the refactor from at.js to tribute, the new
tribute component was added to the Issues description, note
and comment textareas

This removes the append-bottom-default CSS
class and replaces it for the gl-mb-3 utility
class from GitLab-UI

Change 'Proceed with caution.' to 'They will all receive a notification.'

Update Compress Icon to size 48

The automatic merging code used `--strategy=ours`, which turned out to
be incorrect; instead we wanted `--strategy=recursive
--strategy-option=ours`. This small difference results in merging
throwing away _all_ EE changes in favour of CE changes, instead of only
doing this for conflicts.

This commit ensures that EE has all the appropriate changes. The diff
was generated by cherry picking all merge commits made since two days
ago, picking them with `--strategy=recursive --strategy-option=ours`.
