We deliberately reset to the MR source branch for comparison.
However the undercoverage script, and gem might not be present for older
MR source branches. So, as a transitionary measure we skip undercoverage
if the script file is not present.

As it's dependency coverage job does not appear in
master pipelines

We only generate feature flag for replication
but we also need the one for verification

Workhorse tests are already testing the behavior with
this enabled and disabled, and the Rails specs test the
results of the API endpoint polled by this.

Without this, rspec system pg tests run into random failures
regarding database (statement timeouts, foreign key violations
because records are missing).

Dogfood existing sample data projects to create sample projects for
review apps users.

Current sample data project will populate repo, issues, and MRs

Fix entries or remove orphaned entries.

The ChatOps section of the template was rendering
incorrectly due to a double list.
