The package-and-test configuration was modified to succeed even with
test failures. This commit updates the `Api::GetPackageAndTest` to
consider the downstream pipeline detailed status along with the bridge
status.

Add a comment to MRs targeting stable branches
on canonical when the package-and-test job fails

Enforce use of builtin global vars like `$LOADED_FEATURES` or
`$PROGRAM_NAME` in favor of `$:` or `$0` because they do not require the
module `English` module to be loaded.

We stick to "perl names" otherwise.

The cop is put in "grace period" to allow offenses on `master` in CI.

When `execute` is called from other code (e.g., PlayJob),
the query params may be nil. Substitute the default empty hash.

This reverts merge request !46424

This dogfood artifacts and download the Knapsack report, flaky specs
report, and Crystalball report from the latest successful master
pipeline triggered by @gitlab-bot (this should be a scheduled pipeline
for which we're sure update-tests-metadata was run).

This also remove the need to upload these reports to S3 since they're
already uploaded as artifacts.
