Trying to help alleviate confusion with
service ping and usage ping

  - Add metrics_queries and non_sql_metrics_values
  to ServicePingReport
  - Rename param mode to output
  - Use only ServicePingReport instead of the specific
  classes

  - Move force_refresh outside UsageData class
  - Add :Gitlab::Usage::ServicePing::Report class
  and use this instead of UsageData
  - Add mode parameter to ServicePing::Report class

Any error raised during SubmitService execution is reported to Version
application along with basic information about the host.

DevOps Report (singular) actually refers to 2 features. That has caused
confusion. This changes it to be DevOps Reports (plural) in the UI, to
indicate it is a category. This aligns the app with the marketing
content, which already uses the plural version.

This also fixes some references to DevOps Report that should be
references to DevOps Adoption or DevOps Score.
