Fixes `Link` cop offenses within `CommitStatusPresenter` by explicitly
calling `help_page_path` with string literal arguments and adding the
missing `.md` extensions.

This commit surfaces the error for invalid enviroment
creation, that is currently silently failing and
confusuing users.
