For preventing max-width media query Tailwind utils

Remove linting and docs mentions of `dark_mode_overrides.scss`
Move leftover contents into `application_dark.scss`
Rename `themes/_dark.scss` to `color_modes/_dark.scss` to match model
name and update imports

To prevent usage of max-width media query Tailwind utils

Add PostCSS plugins
Move mailer stylesheets to `mailers/` directory
Update import paths
Remove asset precompile rules, use wildcard
Add mailers processor to CSS compile script

Outlook seems to have problems in some versions to interpret the short color code.
Using the long form version fixes that and makes mails look nicer in Outlook.

We have migrated all `select2` usages to newer alternatives. We are thus
ready to uninstall the dependency and all related code.

These plugins are not maintained anymore and
can be safely removed.

This changes existing ignores from babel/camelcase to camelcase

We already have the following rules in out Stylelint config:
- max-nesting-depth
- selector-max-compound-selectors
- declaration-block-no-duplicate-properties
- no-eol-whitespace

This reverts merge request !62836

Surprisingly stylelint does not support reporting
of already found violations with enabled caching.
The caching option works for changed files only.
