Code Search - Migrate Bootstrap ref_switcher

This change migrates the legacy
Bootstrap ref_switcher to our
new and improved shared
RefSwitcher in Vue.

This changes our code rendering for jupyter to use the newly created
CodeBlockHighlight component.

As a result we can simply get rid of prismjs _and_ a lot of passing
around of certain props.

This also adds syntax highlighting support to storybook. We just use
the default theme.

We already have a CodeBlock component which applies the correct styles
based on user settings and everythin. This adds a component which wraps
the existing component and adds syntax highlighting based on
highlight.js, which we use in our Source Code Viewer.

CTRT: merge request dependencies

- Break apart into sections for individual tasks.
- Strip out old images. Reshoot one with new info.
- Use the text from status messages in the page for searchability.
- Shift caveats into something closer to a troubleshooting form.
- Strip out subheadings we shouldn't be using, and blend them back
  into the concept portion of the page.
- Completely revise Mermaid graphs to use a more sensible order, and
  include verbs describing the relationships to help users
  better understand.
