This is needed in preparation of updating nodejs from 18.17 to 20.12
since the former is nearing end-of-life. In addition, the updates to
npm and its node-gyp dependencies will fix support for Python 3.12.

All our CI pipelines already pass for Ruby 3.2, so let's
bump to Ruby 3.2.2 to flush out any other issues that might arise.

latest LTS and the new version has some nice features we might end up
using (e.g. more parity on the Intl API with browsers).

In order to ensure that node version bump result in re-compiling of
assets, we also tell the asset hashing that any change in .nvmrc
requires a full recompilation.
