Document how to add a new built-in project template

- Move the bundle_repo script from
  https://gitlab.com/gitlab-org/project-templates/contributing
- Clean up documentation of contriobuting to the built-in templates.
  Mostly copy https://about.gitlab.com/community/contribute/project-templates/
  and refactor it to be more clear.
