Bump redis in .tool-versions to v7.0.14

This fixes a build issue in macOS
(https://github.com/redis/redis/pull/12611) and a number of bugs:
https://github.com/redis/redis/compare/7.0.12...7.0.14.

This should be merged with
https://gitlab.com/gitlab-org/gitlab/-/merge_requests/134909.
