Allow IPv6 address with square brackets for webmock Zoekt

We believe this may be causing failures in
https://dev.gitlab.org/gitlab/gitlab-ee/-/jobs/16571632 where the
address appears to have square brackets around it. Allowing both with
and without the square brackets could be more robust.
